The TRAP-18 provides a means by which mental health, intelligence, law enforcement, and security professionals can organize accumulating operational data on a person of concern, and plan for their risk management to reduce the threat of targeted violence. The instrument is designed to code for eight proximal warning behaviors and 10 longer term distal characteristics.

Getting Started with the TRAP-18

  1. Complete the TRAP-18 On Demand Advanced Training (GFR314):
  1. Purchase your TRAP-18 Annual License (GFR793):
    • Contact your MHS Sales Representative or email [email protected] and reference the Product listed above to obtain your annual license.
  1. Access your GEARS Account (online platform) and start using the TRAP-18:
    • Once your annual license purchase is complete, a GEARS account will be created on your behalf with your online TRAP-18 annual access equipped.
      • Please note, this process takes between 1-2 business days to complete.
    • Once your GEARS Account is created you will receive a welcome email from [email protected]

Reliability and Validity

The TRAP-18 should be considered one tool among several available tools for the assessment of cases of concern for acts of terrorism. It is designed for the assessment of subjects who may be at risk for lone actor terrorism, regardless of ideology or beliefs.

The 18 indicators are coded as either present or absent if there is sufficient evidence to make this determination. The 8 warning behaviors are coded first since they are considered to be more temporally proximal indicators of risk: they are more closely related in time to the act for which there is concern. If no warning behaviors are present, the distal characteristics are coded next, since they are considered to be more distantly related to the act for which there is concern.

The TRAP-18 is not an actuarial measure of violence risk. There are no norms, and it should not be “scored.” In other words, the number of indicators should not be counted to determine a level of risk. The TRAP-18 helps organize data pertinent to a threat assessment of a person of concern who may become a lone actor terrorist. Summary judgment of risk, and subsequent risk management, is the sole domain of the threat assessor, and neither the TRAP-18 nor its developer or publisher are responsible for this final judgment.

Research around the TRAP-18 is ongoing in both North America and Europe, and findings are demonstrating both reliability and validity.
